The Chicago Public Housing Authority are testing a new program which limits housing vouchers to eight years. This is an attempt to nudge more recipients into the workforce and decrease the long waiting list for rental assistance. Although setting this limit may sound good in theory, HSPRD’s Christopher Wilmes expresses the fact that many recipients do work, but they are unable to pay market rents due to their low incomes. “The limits are just going to render people homeless or force them to live on couches in friends’ and families’ homes,” says Wilmes.
