HSPRD’s Chirag Badlani Speaks at Northwestern University

On January 25, 2017, Chirag Badlani spoke on a panel at Northwestern University Pritzker School of Law, discussing the use of cash bail in Cook County and Illinois. Along with representatives from the Roderick and Solange MacArthur Justice Center and the Chicago Community Bond Fund, Mr. Badlani discussed how the current cash bail system imposes financial conditions of release without an inquiry into an arrestee’s ability to pay, in violation of the federal and state constitutions. HSPRD recently filed a lawsuit against Cook County judges that alleges that thousands of impoverished arrestees are being illegally detained in Cook County jail due solely to their inability to pay their monetary bonds, and that the illegal practices complained of disparately impact African Americans.
